West Midlands Police said the bodies were found at a property on the road. The Placido apartment block has been cordoned off. Police have not said how the women died, but said they were subjected to a "sustained and violent attack".
Officers plan to study CCTV footage and carry out house-to-house inquiries. A 28-year-old man has been arrested in Kent. Officers said they believed he had been trying to board a ferry.
Police said the man, from Birmingham, may have been known to the women.
