In some places more than one GP service will be housed under one roof - like "networks of practices" - but patients will not lose their GPs, Dr Tom Coffey from Healthcare for London said.
But Dr Tony Stanton, from London wide Local Medical Committees, is not convinced.
"We definitely need better surgery premises, we need more diagnostic services out in the community.
"But we don't need to do this in such a way that it risks destabilising good general practices or indeed risks sucking services out of hospitals," he said.
