Woodvale DUP councillor William Humphrey called for a "multi-agency approach" to improve safety in the city.
"I want to know that everyone in this society can use our public spaces and use them freely without any fear of attack or crime," he said.
"There is a young lady this morning who is sitting in a situation where she has been violently abused and we have to make sure that doesn't happen again.
"We will be working with the police, with this local community, with all agencies right across this city to try to ensure that this doesn't happen again."
