The latest assessment of IRA structures by the body that monitors paramilitary activity is to be published later. The Independent Monitoring Commission's report was requested by the British and Irish governments in July. The DUP has said the IRA's ruling Army Council must cease to exist before policing and justice powers can be devolved to the NI Assembly. In May, the IMC said the IRA had almost completed the transformation from a paramilitary organisation. |
