Fire crews removed the men from the area where they were found. The electricity supply to local homes and businesses had to be switched off. It is understood the men were overcome by a noxious gas. Fire crews removed them from the tunnel.
The injured man was taken to Nevill Hall Hospital in Abergavenny. One man was pronounced dead at the scene while the second was taken to Nevill Hall Hospital in Abergavenny.

Western Power Distribution said power to more than 6,000 homes in the Blaenau Gwent area was cut off at 0255 BST and was switched back on almost two hours later.
A handful of homes say they are still without power and technicians are on their way to investigate, the company said.
The Corus steelworks closed just over five years ago and a major redevelopment scheme is planned on the site.
A Corus spokesman said there is only a from small regeneration team working at the Ebbw Vale site which is responsible for the preparation of the facilities for their new use.
The spokesman added Corus will be very concerned if there have been any health and safety issues or fatalities on the site, whatever the circumstances.
