A spokesperson for Health Commission Wales said: "While we cannot comment on any individual case it should be noted that HCW always considers exceptional cases and HCW will consider abdominoplasty/ apronectomy for individuals suffering from severe functional problems that have a negative impact on their day-to-day life."
