Review prompted by cadet's death

The Army is to improve training and safety in its cadet force following the death of a teenage cadet on a loch on the Western Isles last year.

The head of the Army Cadet Force in the UK told a fatal accident inquiry in Stornoway that extra safety advisors were to be employed.

Col John Tobey said training in health and safety would also be stepped up for adult instructors.

He said a review was held following the death of Kaylee McIntosh, 14.

The officer said it had shown training in risk assessment for instructors needed to be improved.

Col Tobey said: "We have got to identify why in this instance the system failed."

The inquiry, now in its ninth day, has heard that a series of blunders led to the death of Kaylee, from Fyvie in Aberdeenshire, after the boat she was in upturned on Loch Carnan, South Uist.

Adult instructors have also admitted ignoring safety procedures.
