WASHINGTON — President Trump on Friday made good on a long-running threat to disavow the Iran nuclear deal that was negotiated by his predecessor, Barack Obama. But he stopped short of unraveling the accord or even rewriting it, as the deal’s defenders had once feared. Those could include continued ballistic missile launches by Iran, a refusal to extend the duration of constraints on its nuclear fuel production, or a conclusion by the United States’ intelligence agencies that Iran could produce a nuclear weapon in less than a year. The president listed three such triggers the deployment of an intercontinental ballistic missile by Iran, Iran’s refusal to negotiate an extension of the deal’s existing constraint on its nuclear activities and evidence that Iran could manufacture a bomb in less than 12 months. Any of those could prompt the United States to walk away from the deal.
Mr. Trump delivered a fire-breathing denunciation of the Iranian government, saying it financed terrorist groups, imprisoned Americans, plotted attacks on troops, and fomented civil wars in Iraq, Yemen and Syria. “Given the regime’s murderous past and present,” he said, “we should not take lightly its sinister vision for the future.” “In the event we are not able to reach a solution working with Congress and our allies,” he said, “then the agreement will be terminated.”

The leaders of Britain, France and Germany quickly issued a joint statement urging the United States to adhere to the agreement, which they hailed as “the culmination of 13 years of diplomacy.” Iran’s president, Hassan Rouhani, said his country would consider “no amendment whatsoever” to the deal.
Mr. Trump argues his strategy is far tougher on Iran than the Obama administration was. The policy “focuses on neutralizing the government of Iran’s destabilizing influence and constraining its aggression, particularly its support for terrorism and militants,” the White House said in a summary issued Thursday evening. And enacting new legislation on Iran would require 60 votes in the Senate, meaning Republicans would need to pick up the support of at least eight Democrats. Senate Democrats had urged Mr. Trump not to withhold certification, and they are unlikely to agree to legislation without assurances that the deal will remain intact.
Mr. Trump’s scalding critique of the nuclear deal as “one of the worst and most one-sided transactions the United States has ever entered into” echoed the language he used during his presidential campaign. But he also acknowledged the obstacles to ripping it up.

The president seemed determined to erase any residual hope that the nuclear deal might form the basis of a new relationship between the United States and Iran. His speech, from the Diplomatic Reception Room of the White House, was perhaps the most hostile of any American leader toward Iran since President George W. Bush placed the country on his “axis of evil” in 2002.
Mr. Trump recited a litany of misdeeds by Iran going back to the 1979 hostage crisis and described it as the world’s leading state sponsor of terrorism, supporting Al Qaeda, Hamas, Hezbollah and the Taliban. He also accused the country of dealing with North Korea, a reference to Pyongyang’s long history of selling missile technology to Iran, and said he had asked the nation’s intelligence agencies to investigate whether the relationship went further.
His tone made clear that Mr. Trump has no interest in what, for the Obama administration, was the biggest gamble of the accord: to provide the basis for two longtime adversaries to find other ways to cooperate. He also suggested that Iran would never change.

In this case, however, Iran has said that it will not take part in any renegotiation of an accord it also hammered out with three European countries, as well as with Russia and China. While some Republicans are eager to undermine the deal, Democrats are equally determined to preserve what they view as another legacy of the Obama administration that Mr. Trump is trying to dismantle. “It is very, very poor, nonstrategic diplomacy,” Mr. Kerry said in an interview, his voice rising. Pointing out that “you cannot unilaterally reset the terms of the deal,” he said the agreement “gives us a quarter-century of absolute accountability” and assured that “the minute we see the stockpile going up, the questions and red flags will go up like crazy. And 15 or 25 years from now, we still have the same military options we have today.”

But administration officials concluded that he could not bring himself to do that every 90 days, even if the judgment of nuclear inspectors and his own intelligence agencies was that Iran was in compliance. Mr. Corker, acknowledging he had little choice but to “deal the circumstances as they are,” signaled that he would work to try to find points of compromise possibly including assurance that the deal would not simply be ripped up by the president. “You’re going to see all of this evolve in daylight,” he told reporters.
So they tried to find a solution that would allow Mr. Trump to signal his disapproval of the deal without putting the United States in the position of being the first signatory to violate it. That solution was to declare that Iran was violating the “spirit” of the accord and that the entire agreement was no longer in the United States’ national security interests even while acknowledging that Tehran had lived up to the letter of the agreement. Decertification does not, by itself, affect the American obligation to adhere to the deal, including the lifting of some economic sanctions.
For its part, Iran has rejected both reopening the existing agreement and negotiating a successor agreement that would extend the restrictions on producing nuclear fuel beyond the 15 years in the original accord. Since becoming president, Mr. Trump has twice reluctantly certified the agreement. But administration officials concluded that he could not bring himself to do that every 90 days, even if the judgment of nuclear inspectors and his own intelligence agencies was that Iran was in compliance.
Asked last month about the possibility of new negotiations to extend the duration of restrictions on Iran, Iran’s foreign minister, Mohammad Javad Zarif, said in an interview, “Are you prepared to return to us 10 tons of enriched uranium?” So they tried to find a solution that would allow Mr. Trump to signal his disapproval of the deal without putting the United States in the position of being the first signatory to violate it. That solution was to declare that the suspension of sanctions was not “appropriate and proportionate” to the steps that Iran has taken to end its illicit nuclear activities.
That relinquished stockpile one of Iran’s biggest concessions was about 98 percent of the nuclear fuel holdings in the country’s possession and was the key assurance that Tehran could not rapidly produce a nuclear weapon. That formulation is narrower than declaring that the agreement is no longer in the nation’s national security interests, and administration officials said it was chosen carefully to avoid putting Mr. Trump in a box the next time he had to decide whether to waive sanctions against Iran.
Mr. Tillerson said new legislation could address what the administration views as one of the major weaknesses of the agreement: its “sunset” provisions, under which the restrictions on Iran’s nuclear activities expire in stages, starting in less than a decade. “We have a countdown clock to when Iran can a resume its nuclear program,” Mr. Tillerson said. While Mr. Trump’s speech was described beforehand by his aides as a description of a broad new initiative to push back on Iran, he gave little description of what that would be. Mr. Trump did say the United States would increase pressure on the Islamic Revolutionary Guard Corps, which he described as the “supreme leader’s corrupt personal terror force and militia.”
But it is a clock that will tick for quite a while. The most critical restriction in the deal one limiting how much nuclear fuel Iran can produce expires in 2031, years after Mr. Trump leaves office. And after that, Iran would still be prohibited from producing a nuclear weapon, and would be subject to highly intrusive inspections. The Treasury Department announced it would designate the Revolutionary Guards as a terrorist group, expanding an existing designation of the Quds Force, the corps’ paramilitary wing. The deal Mr. Trump is backing away from was viewed by Mr. Obama as the crowning foreign policy achievement of his presidency. Years of sanctions and sabotage — including the first known American cyberattack on another country’s nuclear facilities — brought the Iranian government to the negotiating table. At first, Mr. Obama and his secretary of state at the time, Hillary Clinton, secretly sent two trusted emissaries to meet with Iranian officials.
Then the 2013 election of a moderate as Iran’s president created a diplomatic opening. What followed were intense, often bruising negotiations that lasted two years, ending in a weekslong negotiation in Vienna at which the final agreement was reached. The agreement runs over 140 pages, with detailed timelines, rules for inspections and descriptions of what kind of equipment Iran can build and how much nuclear material it can produce.
Former Secretary of State John Kerry called it one of the most restrictive arms control agreements in history. Mr. Trump called it a disaster, telling The New York Times in interviews during the campaign that he would have walked out of the room rather than agree to it.
But as president, he discovered that his early threat to abandon the agreement was harder to execute than he thought. Leaving the agreement would actually free Iran to resume the enrichment of uranium, once again putting Tehran at the cusp of nuclear ability.
In private, Mr. Mattis argued that against an already brewing confrontation with North Korea, he did not want to have to worry about a nuclear Iran at the same time. That is what led to the face-saving compromise the president announced Friday.
