Cadet drowning inquiry resuming Cadet officer 'not told' of boats

An inquiry into the death of a teenage Army cadet who died in a boating exercise capsize is resuming on Monday. A safety officer overseeing an Army cadets training camp said he was not given prior notice of a boating exercise on which a teenager died.

The first five days of the fatal accident inquiry (FAI) earlier this year heard a head count should have been carried out after the capsize. A fatal accident inquiry (FAI) has resumed in Stornoway, Lewis.
It resumes at Stornoway Sheriff Court after originally starting in Inverness. Ian Hay, 48, told the inquiry that on the night before the accident there was "no mention of insertion of boats".

Kaylee was pinned under the capsized boat while wearing the wrong kind of lifejacket. He said the first he heard of the boating trip came after he received reports of an incident that day.
Mr Hay said he understood the cadets would be transported to their location by bus, not boat.
He told procurator fiscal David Teale he would have carried out checks if he had known about the exercise in advance.
When pressed Mr Hay admitted he would have taken commanding officer Major George McCallum's word.
He said: "As cadet executive he has quite a strong personality - if he says something it is quite hard to argue with him.
"If he is focused on an activity it will go ahead."
Mr Hay added he would not question the major's integrity.
Risk assessment
The safety officer told Simon Di Rollo QC, representing Kaylee's family, that he only became aware that the capsized Rigid Raiding Craft power boat was being used when he saw pictures of it on the evening news.
Mr Di Rollo questioned why Mr Hay had not been aware of the presence of the boats at camp given they were "pretty big pieces of kit".
Mr Hay said he discussed the matter with senior officers after the incident.
The QC went on to ask Mr Hay: "Are you not horrified that you were not told about these activities?"
"Yes sir," replied Mr Hay.
Mr Di Rollo said: "Do you agree that the training safety adviser should know what equipment has been provided and have a role in ensuring it is safe equipment?"
Mr Hay said: "Yes, sir."
The officer said he received a copy of the risk assessment for the exercise the morning after the incident.
