It is the second meeting to be called off in the past fortnight. Other parties are claiming that a stand off between the DUP and Sinn Féin is causing deadlock in the Executive.
The DUP has claimed First Minister Peter Robinson has signed off on 30 papers and the party is blaming republicans. The cancellation means ministers won't have held a formal round table meeting for more than a month.
Sinn Féin says it is ready to resolve issues but is believed to be demanding progress on the Irish language act and the policing/justice powers transfer. It's thought more than 30 decisions are being delayed as Sinn Féin and the DUP try to resolve their differences over issues like the devolution of justice.

"I don't think there is a crisis. You'll know a crisis when a crisis comes. But certainly people are going off on holidays," he said.
"We have made it clear and Martin McGuinness, in particular, has made it clear he will be here throughout the summer."
Mr Kelly's DUP counterpart Jeffrey Donaldson is also playing down the talk of deadlock at Stormont.
"Decisions are being made on a daily basis. We are getting on with the process of government," he said.
"Of course, there are some big issues we need to address... But talk of a crisis is somewhat premature."
