The incident took place during the weekend of the Llanidloes Fancy Dress, police said. The man is said to be 5ft 6ins (1.6m) tall with short brown hair.
They said they would like to speak to anyone who recalls seeing a man in an ankle-length red dressing gown at the event, or anyone who knows anyone who was there dressed like that. He said they had been carrying out inquiries at pubs in Llanidloes and had been collecting CCTV footage.
"In particular, however, the police would like to speak to two people who were in the area of St Idloes church about 10pm," said Det Insp Andrews.
"It is believed that these people actually saw the offender and victim together in the area of the church and also engaged in a brief conversation with the male.
"These people at the time would have been unaware that anything was amiss.
"The two people were described as a boy and a girl, the boy had blond hair and (wearing) Emo clothes, which we understand is predominantly black clothing, and the girl had quite long dark hair."
