Anne Horobin, who is mayor of Prestatyn, said: "I had to attend a meeting in Rhyl. On that journey I came across four areas on the main road that were flooded.
"In fact one of the roads just as you go into Rhyl had to be closed. It was pretty deep in certain areas."
