According to Putney, a “crime was committed” by Scott and that eventually led to him being fired at by police officers. According to the police chief, Scott had been already a suspect in a crime before his gun-wielding behavior aggravated the situation.     
"There was a crime that he had committed that caused the encounter, and then the gun exacerbated that situation," he added.
