Russian and Slovakian supporters are also in Lille, after their match at the city's Stade Pierre-Mauroy. There have also been scuffles on the streets between small groups of both sets of supporters, with some Russian and English fans detained by police.
The BBC's James Reevell saw hundreds of England fans surrounded by riot police in the city's main square. England and Wales supporters are in the city ahead of the teams' match in nearby Lens on Thursday.
The fans were then pushed back into the corner of the square by police in riot gear, he said. Russian and Slovakian fans are also in Lille, after their match at the city's Stade Pierre-Mauroy.
By late afternoon, fans were back in the bars, the situation had calmed down and the police had "pulled back slightly", he added. Our correspondent says the city is much calmer now and there is a heavy police presence.
