"There are new registers that have gone out to the polling stations," she said.
"If [voters] don't have their polling cards, that's fine. As of 10am all the registers will be there."
She said the council was reviewing why the wrong registers were issued.
Voter David Fraser was among those unable to vote, and said he would struggle to get back to the polling station later in the day.
"I'm now not going to be able to vote. I don't have time to go back," he said.
Another voter, in Golders Green, told the BBC he was turned away from a station in Oakfields Road, Temple Fortune.

He said: "I got up early so that I could get to the polling station at 8am before work.
"But when I got there, they said my name is not on the list and that there was a problem.
"I am so disappointed. I like voting as it is the right thing to do and it is a democratic right."
Others took to Twitter to complain.
Adam Langleben tweeted: "Wow. Barnet have outdone themselves this time. Wrong electoral registration lists distributed to polling stations. People being turned away."
"Frustration turning to real anger," Neil Maiden said. "After 35 minutes, only 5 people have been able to vote. What are the wider implications." |
