France has asked its European Union partners to consider new sanctions on Iran for its recent missile tests, European officials say, even as the French welcomed President Hassan Rouhani of Iran for a visit. Two officials from European Union nations said the French proposal was under European Union review. The officials spoke only on the condition of anonymity because they were not authorized to discuss the issue publicly. The ambiguous signals emerging Wednesday from France came after Mr. Rouhani signed new business deals on an earlier stop in Italy. French and European Union officials did not comment on the matter. The United States imposed new sanctions over the firing of a medium-range Iranian ballistic missile shortly before the reported French request.
