A Highways Agency spokesman said the motorway would remain shut until at least one of the animals which ran off was found.
The accident caused queues of several miles in both directions on the M40 during rush hour.
It also caused traffic jams on surrounding roads through Henley towards Stratford-upon-Avon and in Warwick, especially on the A46.
