There is currently a 20mph speed restriction to limit the risk of damage to vehicles caused by loose gravel. Traffic flows on the bridge returned to normal by 1730 GMT.
Southbound speed restrictions are to continue into the evening rush hour. The Forth Estuary Transport Authority said the accident involved only the mixer and high winds were not a factor.
The Forth Estuary Transport Authority (Feta) is advising motorists to consider taking an alternative route.
Northbound traffic is not affected.
A Feta spokesman said: "It's really unfortunate that this incident occurred on the bridge.
"There was no impact with any other vehicle and high winds did not play any part.
"It seems to be a failure of some kind on the part of the concrete mixer."
