Officers are at the scene looking for Bradley, who has light brown hair and was wearing an orange and brown jumper, blue jeans and black Timberland shoes. A Greater Manchester Police spokesman said the toddler had been found unhurt at 2050 GMT.
It is thought he was also carrying a blue and silver football.
A police helicopter has been scrambled and Mountain Rescue has been informed.
Anyone with information on Bradley's whereabouts is urged to contact police.
