Doubts about the new qualification were already deterring a take-up of places for some of the Diplomas arriving in September. But in a question and answer session with head teachers, Mr Balls repeated his belief that the Diploma was on course to succeed.
A lack of demand meant some of the local partnerships of schools and colleges were already set to drop some of the "lines" on offer, said Dr Dunford. "I'm optimistic that we can make this work," he told heads. "It's a very big and difficult thing to do," he said – but that there was no need for a "defeatist" approach.

The creation of the Extended Diploma, announced by Schools Secretary Ed Balls, would mean that schools and groups of schools would be expected to deliver 119 different permutations of Diploma, said Dr Dunford. Mr Balls also left open the door to further changes in the structure of the Diploma, including the head teachers' proposal that A-levels and GCSEs should be included in an over-arching Diploma, rather than being in competition with the new qualification.
The schools secretary indicated that this use of a Diploma as a "wrapper" around other qualifications had not appealed to him initially – but that he would not rule it out.
The speech from Mr Balls was well received by head teachers – but on Diplomas he faced a sceptical audience.

The idea of introducing an upper tier to the new qualification is intended to "appeal to those teenagers who currently study at least four A-levels, for example," said Mr Balls.
Dr Dunford highlighted that it would particularly be schools with a good record on A-level results that would be most suspicious of switching to the Diploma system.
And he cautioned that it was not fair for schools to be asked to make long-term plans when there remained such doubt over A-levels and the qualifications system.

The heads' union proposes that instead of the Diplomas, GCSEs, A-levels and other qualifications running in parallel, they should be brought into a single over-arching structure. 'Tinkering'
This would mean that traditional A-levels could continue, as units within a wider Diploma qualification.

Mr Balls will tell the ASCL conference that he will soon publish another strategy for 14-19 qualifications - before the latest changes have begun - setting out how the government intends to simplify and reform what is on offer.
