Navy spokesman Captain Akbar Naqi told the AFP news agency that two attackers were involved.
"We have confirmed there were two suicide bombers, they came in a vehicle, entered into the parking area and exploded themselves," he said.
However, Lahore's police chief said there was only one bomber.
Medics were seen recovering the severed head and shoulder of a suspected bomber.
