It is thought three commercial premises are housed in the building in the Caephilly county town. The road has been cordoned off for firefighters. The stores were evacuated along with a pub whose drinkers were watching Wales' rugby international against Italy.
It is believed one person had to be taken to hospital suffering from smoke inhalation. Gwent Police inspector Robert Witherall said the blaze was not being treated as suspicious. He said: "There has been some disruption to the high street."
The fire is near the Y Coed Duon pub. The shopping street in the Caerphilly county town was cordoned off to allow firefighters to tackle the blaze.
A spokesman for South Wales Fire Service said: "It is still on going. The store in which the fire broke out was unoccupied.
"We had a call to say a three-storey building on High Street in Blackwood. However, it is believed one person had to be taken to hospital suffering from smoke inhalation.
"There are three commercial premises inside it and it was well alight." The fire was near the Y Coed Duon pub which was cleared once the blaze took hold.
He said there were a number of fire engines at the scene and firefighters had breathing apparatuses and thermal imaging cameras in use. Insp Robert Witherall said: "Obviously people have been inconvenienced being evacuated from the public house at that time in the afternoon."
It is believed the road has been cordoned off and nearby properties had been evacuated. He said an engineer had inspected the building damaged by fire, which was being boarded up.
The ambulance service said it was an on-going incident. The road was expected to reopen on Saturday evening.
Gwent Police are aware of the fire.
